Technical Services Manager
About the role and the team:
The Technical Services Manager is responsible for providing technical leadership and operational management of all Mechanical, Electrical, and Plumbing (MEP) services and integrated security systems across the Southbank Centre. This includes ensuring that all MEP infrastructure and specialized security assets - including Fire Alarms, Intruder Alarms, Turbonet and CCTV - meet the highest professional standards, fully comply with statutory requirements and maintenance protocols, and support the Centre’s mission, operations, and visitor safety.
The Properties Group encompasses the departments of Estates, Facilities, Health & Safety and Security, Projects, Sustainability, and Planning & Licensing all reporting to Director, Warren Forsyth. It is responsible for the maintenance, development, and strategic planning of the Southbank Centre’s site and facilities.
Please note that this role is located in an open-plan office environment.
Main Responsibilities:
MEP & Security Systems Management

Technical oversight and support all MEP systems including all security systems ensuring that they are maintained to the highest of standards and are compliant, meeting current statutory and regulatory requirements.

Technical oversight and support of Asbestos Management and ACOP L8 Control of Legionella.

Technical oversight and support of all fabric and civil work requirements at the Southbank Centre.

Manage all Southbank Centre’s MEP, Security System, Fabric and Civil contractors and specialist contractors

Manage all Southbank Centre FM software systems, ensuring they align with IT procedures (Schneider EM, Lutron Lighting, BMS, etc)

Technical review of all FM jobs sheets, supplier quotes and extra work requests ensuring jobs are completed to the highest standards, within the contracted SLA and cost effectively.

MEP Technical support for our Retail Partners.

MEP support for our Events Team in the delivery of events.

Management of all FM small works / small projects including supporting Commercial with Retail Unit projects and professional consultants.
Capital Projects & amp; Project Management

Review life cycle plans annually with The Head of Facilities and agree the CAPEX spend to be presented to finance for the following year including producing budgets.

Assisting The Head of Facilities with the management of the agreed CAPEX budget to fully tender the assigned projects within the confines of the Southbank Centres procurement policy.

Support the Estates Director and FM on all Capital Projects ensuring all MEP and Security Systems are delivered and installed to high standards.

Project Manage Capital Projects, Space Planning Projects and Refurbishments on the Southbank Centre as directed by the Estates Director and FM ensuring a cost effective, quality solution is delivered.

Manage all contractors ensuring work is completed on time, within budget and to specification.

Report weekly on the progress and project budgets to the Head of Facilities
Sustainability

Contribute to the development of an SC Environmental/Sustainability policy and deliver all activity in a sustainable manner where possible.

Take responsibility for specific sustainability initiatives as required
Utilities
-
Hold relationships with utility providers and ensure continuity of service to SC.

Deliver SC energy planning works and participate in wider discussions around energy partnership.

Working in collaboration with the finance team, monitor and negotiate utility costs.

Manage Carbon Reduction Scheme, and similar.
Procurement
-
Manage the overall tender process for all large FM service contracts reporting to the Head of Department who is ultimately in charge

Produce all required documentation i.e PQQ, tender packs

Manage the re-mobilisation / mobilisation process
Audits and Compliance

Manage the ISO 50001and ISO 55001 (Energy) Management System

Carry out all required audits to comply with the system

Manage external suppliers who have duties under the EnMs and sure compliance and competence at all times

Review and update Management system when changes in legalisation acre Prepare and facilitate the annual external Surveillance Audit by BSI

Review all NCR’s from Audits and ensure all remedial actions are taken by the Southbank
-
Centre in the required time to prevent major failure of the EnMS

Prepare and facilitate the annual external Surveillance Audit by BSI
GENERAL RESPONSIBILITIES
Operations Management

Be a member of the Property Group Senior Management Team and contribute to the strategic development of the department.

Support other members of the Property Group in delivering departmental objectives.
Communication
-
Ensure effective working relationships between all elements of the Property Group, the Operations Department and with the whole organisation.
General
-
To be contactable in the event of an emergency (including out of hours).

To undertake any other appropriate duties that may be reasonably required of the post to reflect changes in the demands of the service.

To deputise for the Head of Facilities as required.

Is able to demonstrate an understanding of and commitment to the role that diversity and inclusion play in the activities of the Southbank Centre as a whole and in the work of this particular job.

Any other duties as reasonably requested by your line manager and or Head of Department.

Key Skills that would help you in this role:
Bachelor’s degree in Mechanical or Electrical Engineering preferred however technical trade school certification would be considered.
Minimum of 10 years practical experience as a MEP engineer in building maintenance.
In-depth knowledge of HVAC, electrical systems, plumbing systems, BMS, Fire Protections systems and security systems.
