    Job description

    The role is responsible for setting the direction and strategy of the CPS estate and leading the Intelligent Client Function (ICF) for all CPS estates services ensuring that it delivers value for money, is sustainable and supports the delivery of the Department’s operational objectives.

    The role is responsible for managing and assuring the financial, estate management, facilities management, health and safety, project and portfolio management services the CPS receives from the Government Property Agency (GPA).  It is also responsible for the leadership and management of the property, health and safety and sustainability functions that are delivered in-house. 

    Person specification

    Management of the CPS’ £32 million property budget, ensuring that value for money is achieved and that accurate and timely financial payments, profiles and plans are maintained.

    Ensuring that the CPS complies with legal, regulatory and security requirements across property, H&S and sustainability functions.

    Ensure effective and appropriate investigation and resolution of health and safety breaches or problems.

    Maximise effectiveness and efficiency of the estates function to ensure provision of added value in the form of improved services and/or reduced costs.

    Develop, implement and evaluate communication strategies to effectively manage GPA service delivery and processes.

    Management of portfolio, building and associated services ensuring timely and effective services, contracts and systems to meet user needs within national guidelines and budgetary constraints and consistent with CPS Sustainable Development and Health and Safety policies.

    To lead a diverse range of property functions including; project delivery, property finance and HQ building support services.

    Qualifications

    MRICS qualification and experience of working in a public sector estates department. Holds GPP Core Accreditation at Chartered, Certified or Fellow grade (RICS, IWFM, CIOB, CEng, CEnv, RTPI, RIBA).
