Safe Systems of Work Manager (SSoW)

£40,000 - £45,000 p/a plus benefits

Job Purpose: As our Safe Systems of Work (SSoW) Manager in the Western Sovereign Base Area (WSBA) will undertake a lead technical role with our operational Service Delivery Team to; plan, design support, organise, control, and monitor all types of construction and maintenance work on systems, assets, networks and associated plant and equipment. This will include:

Design verification, commissioning, fault diagnosis and restoration of functionality in accordance with safety and contract requirements, ensuring all works are completed on time, within budget and to the right quality.

Challenge existing delivery, develop and implement innovative solutions to support contract requirements, and drive the principles of Compliance and Value for Money.

Undertake Authorised Persons (AP) Duties as required by JSP 375, Part 2, Volume 3 in conjunction with central technical compliance support function and in accordance with contract obligations.

Main Duties and Responsibilities:

Ensure:

Practical implementation of Safety Rules and Procedures as required by MoD.

Operation and maintenance of infrastructure is implemented within statutory and mandatory parameters.

Manage:

A team of AP supervising engineers and military staff (when attached).

Staff in accordance with procedures and best practice, ensuring you:

Are fair and objective.

Communicate what is expected.

Encourage colleagues to meet company objectives and achieve their full potential.

React to failure of the infrastructure as soon as reasonably practicable and ensure that any necessary service clearances are available, and systems isolated to carry out work safely.

Review and revise working procedures on an on-going basis in liaison with the company and the Cyprus Service Provider Joint Venture (CSP JV).

Liaise with electrical site manager of CSP JV co-ordinate the pre- planned maintenance (PPM) Schedule of Defence Estates Spec 005 as related to essential services.

Act as:

Senior Co-ordinating Authorised Person and focal point for Authorising Engineers for ESBA for: HV/LV and hazardous area Electrical systems, and Petroleum systems.

Mediator in problems relevant to essential services tasks to ensure the operational effectiveness of the sites

Provide:

Technical advice to the client and any remedial action required following the publication of Safety Alerts, Technical Bulletins and Policy Instructions issued by DIO, MOD and CG & Defence Authorising Engineers.

Monthly SSoW progress reports to CSP JV and DIO, ensuring they are aware of potential problems regarding the essential operational services.

Technical review of completed EICR and Minor Works certificates to confirm they have been correctly completed and remedial defects are being progressed.

On-call duties on a rotating roster.

Monitor feedback from CSP JV regarding remedial works arising from planned maintenance inspections liaison with M&E Supervisors/Managers to ensure works orders are raised.

Prioritise both maintenance and repair work to ensure it is planned so as to afford minimum disruption to the customer.

Attend MoD Boards of Officers, progress and handover meetings to provide technical advice on station infrastructure.

Lead a Health, Safety and Environmental culture, ensuring a robust and meaningful programme of safety awareness briefings that are delivered consistently across the contract, promoting a zero tolerance to unsafe behaviour.

Maintain a Skilled Persons Register of tradesmen working for CSP JV and sub-contractors in your area of responsibility involving the initial assessment, issuing of skilled persons certificate and monitoring tradesmen while on site.

Communication: Develop positive, supportive working relationships with the team and other work-related professionals.

Health & Safety (H&S): The Health & Safety at Work Act 1974 and amendments state it is the responsibility of all employees to comply with H&S Law. The post holder will be required to attend all statutory H&S training. The post holder is required to comply with the Company's Health & Safety strategy, policy and procedure to ensure a safe and healthy environment for staff members, visitors, patients, contractors and others. Furthermore, they must comply with the designated levels of responsibility as detailed within the Health and Safety Plan.

Smoking: There is a No Smoking in all premises. Smoking is only permissible in certain designated areas.

Location: You will be based at the Episkopi Garrison, which is located in the Western Sovereign Base Area, and maintain a responsibility over the assets at Episkopi and those at Troodos Camp and at the UK MoD facilities at Olympus Station. In addition, you may be required to work at other locations in the Republic of Cyprus from time to time where the company delivers infrastructure support services. Reasonable notice of any such changes will be provided.

Person Specification:


  • Education / Qualifications / Training / Knowledge & Experience
  • Completed City & Guilds Advance Craft Apprenticeship or recognised equivalent in Electrical & Mechanical Engineering (NVQ level 3 or higher).
  • Suitable practical and technical competence to at least a higher technical standard in Electrical & Mechanical Engineering.
  • Hold Current MoD AP Certificates in Electrical Systems including:

o High Voltage Systems - Ring & Radial.

o Low Voltage Systems - Ring & Radial.

o Hazardous Area Systems & Equipment.

o Fixed Wiring Installations & Building Services.

o MTFI, Class 3 Boiler and Generator, & Storage Facilities.


  • Be able to meet the person specification for the TCM position.
  • Hold a full Driving License appropriate for Cyprus.

Hold or willing to gain suitable qualifications in:


  • H&S to CITB or IOSH standard.
  • UPS, Generators and Standby Systems.

Trade Qualifications:


  • Fully trained electrical technician with a sound and current comprehensive knowledge.
  • C&G Qualifications in Electrical Installation:
  • Current 18th Edition.
  • Inspection, Testing, Design and Verification.
  • Bulk Fuel Installations (ie, MTFI, Class 3 Boiler and Generator, & Storage Facilities).
  • Earthing systems.
  • Skills, Abilities and Personal Qualities

Ability to:


  • Carry out physically demanding operational tasks on systems and plant.
