National Technical Services Manager

Salary: £50,000 - £65,000

Based in Bristol Head office


How would you like to manage the technical and engineering delivery for one of the UK’s leading student accommodation property and development specialists? With a growing portfolio of high end student properties across the UK, this business is at the very forefront of one of the UK’s growth property markets, with exciting plans for further expansion and an existing portfolio of properties across the United Kingdom.

We are looking for a qualified engineering expert to undertake the role of Senior Technical Services Manager within the Estates team. This position will be responsible for ensuring compliance across a large estate, provide technical support and assistance to the Estates Service Delivery team, as well as influencing CAPEX spend.

The position will be based in our head office in Bristol and the Senior Technical Services Manager will be responsible for:

  • Strategic development of maintenance, compliance and lifecycle plans across a National Estate
  • Communication of this strategy to Board and to Operational personnel, translating technical jargon and data into manageable and understandable reports for the business.
  • Spearheading and communicating the strategy across all operational teams, leading from the front, championing best practice and communicating fresh ideas across the business.

The detailed operational delivery will largely be the responsibility of the regional Technical Services Managers, but you must be familiar and capable across the detailed operational challenges facing the business:

  • Ensuring Engineering compliance is achieved across the estate,
  • Ensuring that statutory, legal, regulatory requirements are monitored, reviewed and implemented
  • Driving best practices
  • Driving continuous improvement of quality and efficiency
  • Ensure qualifications and training for engineers and operatives are reviewed, monitored and in place
  • Provide Project focused engineering support
  • Scoping technical performance requirements for 3rd party contractors
  • Work with other parts of the organisation to promote best practice and a 'One Team' approach
  • Maintain (and author) procedures, templates and guidance in line with the company's requirements for all MEP systems
  • Be responsible for the implementation of policy and procedures relating to all MEP systems
  • Represent the company in interfacing with external MEPH consultants
  • Manage performance of external service providers
  • Actively monitor compliance access all systems
  • Carry out your duties and responsibilities as Appointed Person for the company
  • Manage and coordinate training, with support of Learning and Development coordinator to ensure quality and legal compliance
  • Provide technical support and assistance to projects for all systems including statutory/ mandatory/ contractual compliance and associated requirements
  • Drive efficiency into the specification
  • Develop and maintain a lifecycle plan


To be successful the candidate will be able to demonstrate all of the following:

  • Qualified Engineer (Building Services) or Chartered Building Surveyor

Technical Skills

  • demonstrable experience working in building services sector covering daily maintenance, BMS, energy management, defects diagnosis and planned maintenance & repair programmes across a large estates
  • electrical, mechanical engineering, hvac
  • demonstrable knowledge of building fabric, MEP, maintenance and repair programmes, defects diagnosis and remedies
  • lifecycle costings for fabric and building services, and co-ordination of maintenance delivery

Headline knowledge of

  • Health and Safety and Statutory Compliance
  • commercial and operational experience

IT & Data Skills

  • IT Literate with good understanding of all Microsoft Packages with a good understanding of CAFM software

People skills

  • particularly in communications and building relationships, and in ensuring diversity and inclusion, teamwork and collaboration.

Experience working within student or rented sector would be desirable
