Job Overview


  • focal point for all design matters,
  • review a number of selected designs, identify trends and hold training sessions to rectify the issues identified;
  • maintain a register of the "Controlled" Works and manage the process of Building Control Approvals, ensuring co-ordination between the Building Control Advisor, Fire Officer and appointed designers;
  • issue designs of High-Value-Works to DIO Assurance for review;
  • capture changes to legislation/standards/DIO Technical Bulletins/Design Guides and ensure these are incorporated in new designs;
  • manage production of designs of the self-delivered works either through in-house staff or external consultants;
  • promote environmental and sustainability aspects of designs; to deliver the Building Control Advisor function for the construction phase of "Controlled" works.

Main Duties


  • review a number of selected designs, at all RIBA Stages (RIBA A&B, C and D-F Stages) for compliance with Building Regulations, British Standards, Eurocodes, DIO Technical Bulletins/Design Guides/Safety Alerts and pass comments back to the Supply Chain and the designers. To prepare a Register of the issues identified and hold regular sessions with Supply Chain and Staff to address the issues identified,
  • manage the preparation of Designs for self-delivered CIDP works (such as asbestos removal works, Masts & Tower Works). To manage the engagement of external consultants where required, by preparing the required documentation and liaising with the Commercial section and to ensure the quality and timely preparation of these designs,
  • review all the designs prepared for Masts & Towers (M&T) in liaison with the Project Engineers. (The Masts & Towers Work Area Package is self-delivered),
  • monitor and oversee:

     

  • the timely submissions of design stage Reports and drawings in accordance with the agreed timescales and planning entered on the Maximo Database. To ensure that delays that cannot be avoided are captured and provided to the Discrete Works Manager for communication to DIO and that the planning delivery dates are revised accordingly,
  • the "Controlled" Works under the UK Building Regulations and update the Controlled Works Register. To monitor the Building Control Approval process and ensure the co-ordination between the Building Control Advisor, the Fire Officer and the designers.
  • attend design presentations by designers on a number of high-value/high profile works and ensure that comments/issues raised by DIO are addressed,
  • issue designs of High-Value Works (works above £240K) to the DIO Assurance Team and to ensure that the comments raised are addressed. Designs issued need to cover all RIBA Stages (from RIBA Stage A to RIBA Stage F),
  • liaise with the "Principal Designer" (role under CDM Regulations) to ensure that Health & Safety Matters are addressed at all stages of the design process,
  • ensure environmental aspects of design are addressed at an early stage (RIBA A&B). To promote sustainability targets in the design process, in co-ordination with the DIO Environmental Manager and the ISP Environmental Engineer,
  • organise "Annual Designers Forum" (participation by the ISP/DIO and external consultants) in consultation with the Discrete Works Manager, in an effort to lift the level of design performance,
  • promote innovation in the designs but at the same time strike a balance between innovation and the "Minimum Military Requirement",
  • deliver "Building Control Advisor" function for the construction phase (i.e. preparing and signing off the Construction Certificate following regular inspections of the controlled works to include a minimum of 7 areas of inspections: excavations for foundations, concrete foundations, DPC, drains & drains testing, Building complete & Certificate B) for the CIDP delivered works,
  • provide technical assistance/support as required to other ISP staff supporting works activities, within the discipline and competence, as required by the Discrete Works Manager/Deputy Account Director.

Essential

Education / Qualifications / Training

MEng in Civil, or Mechanical or Electrical Engineering

Knowledge & Experience

10+ years experience in Civil/Structural Engineering or Electrical, or Mechanical Engineering and associated experience in design.

knowledge of Building Regulations UK, familiarity with Eurocodes and National Annexes and the use of British Standards, knowledge of Health and Safety legislation, Construction Codes of Practice.
