We are welcoming applications from M&E Managers, Hard Facilities Managers and Technical Services Manager candidates to fill a Regional Technical Services Manager role that we are working on.  The role is to manage a portfolio of offices across a European portfolio, on behalf of a FM Service Provider.  Datacentre or critical environment experience would be a distinct advantage.

The Role


  • To provide a focal point for the strategic development and driving service standards for M&E across the account. Demonstration of effective technical service delivery and to include M&E technical services, delivering organic growth of the contract/development of project management services and focal point for contractual compliance and delivery.
  • To define, monitor and deliver an appropriate building services strategy for the efficient provision of services to the client ensuring that solutions always meet the needs of the client in the most cost effective way
  • To act as technical 'expert' for the account ensuring preparation of technical specifications in line with business needs and current technological developments and to use technical expertise to understand and interpret specifications in order to solve problems quickly and effectively.

Your responsibilities will include:


  • Leading and driving the technical and project work streams to achieve objectives and drive the account forward.
  • Managing the overall responsibility for project delivery within scope including but not limited to ensuring adherence to client processes, value add, timely completion and handover.
  • Commercial understanding of the existing contract, with focus on driving contract change where appropriate to bring best practice, efficiencies and added value to the portfolio.
  • Driving and implementing savings across the portfolio within the technical aspects of the contract.
  • Being a key stakeholder in the implementation of energy and environmental projects to drive compliance, best practice, savings and value add.
  • Developing, maintaining and improving working relationships with the client to ensure a mutual trust and respect based on superior service delivery.
  • Developing the partnership, working with service sub-contractors to ensure their outputs are managed in a positive and effective manner.
  • Being the focal point of contact for all escalations and interactions between the client and the M&E provider.
  • Reporting and review the monthly and weekly KPI and SLA reports and implement corrective actions plans for any areas that require attention.
  • Creating and developing a strategic and visionary approach towards M&E services which moves staff, contractors and client values away from pure maintenance of plant towards continuous re-evaluation of the appropriateness of services and anticipation of short, medium and long term needs. To develop a culture of proactivity around M&E provision rather than a reactive service.
  • Managing proactively the maintenance service sub-contractor to monitor and report the performance of the services against agreed SLA/KPI and promptly identify action plans for improvement of services where required.
  • Reviewing with the maintenance service sub-contractor the plans for the delivery of the planned preventative maintenance programme and the development of an action plan to remove any potential backlog.
  • Ensuring the strategic assessment of the building services infrastructure and make recommendations to protect and improve the robustness and effectiveness of both current and proposed systems.
  • Assisting in the compilation of and monitoring of accurate and pragmatic budgets exception reporting where required including monitoring and tracking variable spend on a monthly basis for general maintenance repairs and tenant improvements.
  • Managing the overall review and ownership for the pricing of new sites and M&E services in and out of scope, ensuring timely submission and client processes are followed at all times.
  • Demonstrating compliance to all applicable statutory standards relating to the operations of the property infrastructure.
  • Driving the assessment of the condition of the properties and the development of a forward maintenance plan.
  • Developing and monitoring life cycle plans with plant cost options balanced against energy consumption and ensure the maintenance service sub-contractor monitors energy and utility usage, investigates anomalies and identifies opportunities for improvement.
  • Managing works orders and monitor costs for value for money.
  • Ensuring services and costs are benchmarked on a regular basis to ensure value add to the client.
  • Ensuring extra works process within the three definitive levels are undertaken to time, budget and to the satisfaction of the client.
  • Attending and contributing to monthly, quarterly and annual operating company and client meetings, to be able to effectively demonstrate understanding and update of the status of M&E service provision across the portfolio.
  • Carrying out periodic audits of maintenance provision and documentation records.
  • Identifying and assisting in the implementation of service delivery improvements.
  • Ensuring appropriate resource and attention is afforded to external client accreditation audits.
  • Monthly monitoring and reporting back to the account director on the overall performance of the contract -BAU and extraordinary items.
  • Identifying new opportunities and drive portfolio growth.
  • Identifying improvements in energy and water consumption performance and assist in the implementation of associated "green" measures to achieve this objective.
  • Ensuring statutory compliance and documentary evidence.
  • Complying with client Contract and procurement policies and documentary evidence.
  • Ensuring active promotion and compliance with client H&S policies and procedures.

Your experience, knowledge and skills needs to include:


  • Relevant experience post qualification at management/supervisor level.
  • Proven track record for managing Hard FM services in a retail or commercial property background.
  • Established network within the FM industry.
  • Able to motivate and inspire others to perform.
  • Strong and effective communication skills.
  • Analytical thinker with demonstrated problem solving skills.
  • Good financial skills and knowledge of financial processes.
  • Driving licence.
  • Fluent in written and spoken English, multi-lingual is desirable.Qualifications
  • Educated to Higher National Diploma or A level standard.
  • A business related degree qualification is an advantage.
  • Professional memberships are preferred but are an advantage.
  • Qualified health and safety i.e. NEBOSH/IOSH is essential. .
