We are looking to recruit a Director of Estates and Facilities to join our senior leadership team. One of our strategic priorities is to create a First Class Learning Environment. The successful candidate will be leading this priority across the whole college estate. We are delivering on an ambitious Estate Strategy which by 2024 will include a £90 million learning campus in Dunfermline which promises to be transformational for education in Scotland.

Overall Purpose of Role
Owner of the college Estate Strategy, working closely with directors in all areas. Overall accountability for the College Estates, Facilities management, Health and Safety and Environmental Management functions. To provide strategic direction on the delivery and development of all of these areas. The role holder will be a key an active member of the senior Leadership Team. The post holder will be expected to work very closely with the COO and CFO on strategic investments in the college infrastructure.
Key Responsibilities
. Working with the COO explore and take forward strategic projects and relevant business cases for infrastructure investment, specifically in low carbon technologies in accordance with Scottish Government targets to deliver net zero facilities.
. Manage the Estates Department budget. All capital estates projects will be managed via the post holder. Annual operating budget £2.2M. New campus budget, £90M.
. Manage the resources of the Estates including Technical and Environmental Services and Health and Safety Departments with emphasis on maintaining and developing pro-active, efficient and effective and customer-focused service.
. Lead the team of colleagues including their performance and development needs. Be an advocate for the development of all teams and manage the succession and talent pipelines.
. Deliver through in-house/external FM Contracts all required Facilities Management services, Energy management, Janitorial and Portering services, and fleet transport. Deliver a rolling planned maintenance plan for College estate. Ensure the performance and value is being delivered in line with the contracts.
. Comply with College contract tendering procedures, working closely with college procurement.
. As the college upgrades its building, the post holder will be expected to lead of the roll out of BIM initiatives.
. From an estates perspective, lead on initiatives to deliver improvements relating to agile working and blended learning.
. Provide regular performance monitoring reports to the Executive Team and relevant Committees on FM, H&S and EM matters. Lead and ensure regular audits, inspections and risk assessments are carried out and report findings and recommendations to the COO, Executive Team, and Board HR Committee.
. Oversee any legal or required statistical returns for SFC and other external organisations as required.
. Through the H&S Manager, lead and deliver all Health and Safety services to ensure the college environment complies with regulation and legislation through effective systems, policies, processes, learning and promotion.
