This is a fantastic opportunity for a Senior Estates Facility Manager (SEFM) to join DIO Regional Delivery Overseas Team (Permanent Joint Operating Base) at Ascension Island South Atlantic delivering essential maintenance and new works to a small township and RAF Base Ascension Island, including all of its utility provision, through the Industry Service Provider (ISP). Working in collaboration to enable continuous improvement and excellence in service delivery in both Hard and Soft FM Services.

The SEFM position is responsible to the Area Manager South Atlantic Islands for the delivery of hard and soft FM services, Total Facilities Management, including planned preventative maintenance, remedial works, reactive maintenance, professional inspections and additional new works services across Ascension Island within a joint services environment.

Working within a challenging environment and delivering to a 1* customer (South Atlantic Islands) embedded within a joint service team, providing management of the core contract service team and business support. You will be a key interface and conduit between Customer and ISP, there are endless developmental and career enhancing opportunities, the SEFM (C1) representing DIO in meetings with senior civilian management and military staff, this includes contract management and key relationship management with senior users, military staff, key suppliers and other elements of DIO.

Responsibilities

Working in collaboration with the Industry Service Partner (ISP) to enable continuous improvement and excellence in service delivery in both Hard and Soft FM Services;

  • Represent DIO at the 1* customer level, supporting command capability though the delivery of contracted outputs and funded works programmes.
  • Responsible for overseeing the Development of the Forward Maintenance Plan, provision of specific investment guidance and support as well as technical advice.
  • Delivery of delegated budgets to ensure projected consumption in year is achieved.
  • Oversight of the planned preventative maintenance programme to ensure statutory and mandatory compliance is delivered.
  • Work with the ISP to ensure Management Plans are produced to the required standard and are current, including Asbestos, Legionella and Fire Safety.
  • Support, develop and maintain a strong collaborative working relations with the Ascension Base Command, ISP and wider stakeholder community.
  • Monitor, assess and manage Contract performance.
  • Work with ISP in championing VFM providing advice on procurement options.
  • Conduct site based, visual and post-completion assessments of quality of works and materials, including snagging, providing data to be included in lessons learnt and continuous improvement.
  • Facilitate and assist in compliance inspections undertaken by visiting Permanent Joint Operating Bases (PJOBs) HQ staff.
  • Line Management and Reporting Officer function for both Civilian and Military staffs.

Travel Requirements:

Travel to and from Ascension Island (ASI) is currently via 3-weekly RAF military transport aircraft, however, this will change with the completion of the new runway in 2022 when UK flights to/from the Falkland Islands are likely to resume on a four times/weekly rotation.

There is a requirement to travel around the Establishment and outlying sites. Sometimes this may be over rough tracks only accessible by 4x4 vehicle, therefore a full UK driving licence is required.

Occasional travel may be required to UK for training and workshop activities, or to other PJOB locations.

Ascension Island is an austere environment with limited access to services available in the UK such as ‘high speed’ broadband and shops.
