Head of Estates - Job Purpose:


      Ensure technical policy governance is quantified, measured and reported. In addition to the governance this post will be responsible for applying (via the necessary subject matter experts) all IFM Technical Policies in response to specific business, industry or contractual need.


The Head of Estates is also a senior Authorised Person for the governance associated with the IFM Safety Rules and procedures. Specifically in this role the SAA is responsible for duties as defined by Health Technical Memoranda, and Safe Systems of work :

Prepare, manage and report on the Internal Technical Assurance Audit Plan for all of IFM.

Maintain professional competence.

Manage, assess and supervise APs RPs, and CPs

Undertake audit of AP and CP process and internal compliance.

Work with and enable the Authorising Engineers in the completion of their compliance audits of APs and CPs and complex engineering services

Suspend the appointment of a CP and withdraw their CofA / CofC if considered necessary and record the reason(s) for the suspension.

Report the behaviour of an AP to the AE for suspension and investigation should their behaviour be called into question

Maintain and improve all of the Company Safety Rules in conjunction with the AEs.

Provide performance reports to the Account Director when required.

Maintain a register of APs and CPs for whom they have issued certificates of competency.

Notify the Account Director and Technical Director of any agreed site specific relaxations of the requirements of the Company Safety Rules.

Act as Duty AP if business requires technical cover on any project/site.

Development of new technical safety rules and standards as required by legislation and/or the business. Recent rules for COSHH, Lifts, Theatre Ventilation, Petroleum and new CDM appointment rules.

Introduce standard operating procedures for hard services across the hospital.

Review and improve use of supply chain for hard services and ensure appropriate competency assessments are in place at a Company and Individual level within the supply chain

Actively promote the cost reduction initiatives and focus on improved customer service

Promote across the hospital through engagement and leadership increasing level of self-delivered hard services, where appropriate

Standardise and improve internal and external performance metrics as required by our contractual obligations.

Set in place key accountabilities and responsibilities for engineering safety at contract level and individual level for direct reports and reporting.

Coaching and mentoring the current management team

Ensuring that all SLA's are met consistently

Ensuring that service delivery is within the budgeted P&L

Head of Estates - Requirements

Qualifications:


      Preferably qualified to degree level in an appropriate engineering discipline, Chartered or leading to Chartered status.


Minimum of HNC in Building Services or Electrical Engineering.

Experience:

Proven experience of working in the design construction and operation of engineering services in building or similar built environments


      Preferable experience of PFI / PPP contracts


Preferable experience of Healthcare contracts and HTM / HBM's

Advanced understanding and experience of risk assessment / management and safe systems of work

Have operational experience as an active authorised Person in a technical discipline

Detailed understanding of all technical contractual obligations and performance specifications

Incident Report writing/expert witness

Reputation and references (both personal and business)
