We have another new exciting opportunity located in the Oxford area for a Deputy Hard Services Facilities Manager, working for one of the biggest and best FM companies in the industry who can offer fantastic career progression, job stability, pension scheme and company benefits.

The Deputy Hard Services Facilities Manager will report to the Facilities Manager. They will lead the day-to-day delivery of maintenance, guest services, cleaning standards and environmental management, in accordance with contractual obligations. They will ensure consistent high standards of security, safety and customer care are always delivered to the teams, assets and visitors on site.

Responsibilities:

Main Tasks Project Management & Compliance


  • Support and assist the Facilities Manager and Technical Manager with daily operations.
  • Manage centre projects, works & mobilisations.
  • To ensure all tasks are planned, reactive tasks are logged and working with the Compliance Manager to ensure compliance with H&S, SFG20, Riskwise and legislation.
  • Monitor spending in line with budget set for site using site-based P&L systems
  • Complete daily checks for PPM/Reactive SLA'S.
  • Consolidate monthly documentation, including PPM's and reactive tasks within the service level agreement, using the Concept system.
  • Ensure contracts files, record sheets, compliance reports, certificates are up to date.
  • Ensure all Health & Safety documentation for any work undertaken at the centre is up to date and correctly recorded, under the instruction of the Facilities Manager.
  • Assist with requesting purchase orders, dealing with invoice queries from suppliers and sub-contractors.
  • Ensure all permits to work and recorded and updated and advise the Technical Manager or Compliance Manager of any work being undertaken that does not have a current permit to work in place.
  • Update site risk assessments and method statement files as directed by the Facilities Manager.
  • Ensure maintenance team have completed their relevant monthly audits (emergency lighting, ladder check, IFS H&S Audit, Fire & Safety log, water hygiene records, engineering team key checks etc) and advise the Technical & Compliance Manager accordingly.
  • Place orders of an hoc goods as requested by Facilities Manager.

Main Tasks Cleaning


  • Be responsible for front of house and back of house cleaning and environmental services to meet the centre requirements.
  • Assist in managing the waste, hygiene and pest control services to ensure the services comply with legislation.
  • Support the drive to improve the centres environmental performance
  • Devise and implement continual environmental improvements
  • Develop a system structure and gain a good knowledge of the centres operations from a sustainability and environmental view
  • Manage the collation of data on sustainability issues
  • Undertake fair and efficient duty rostering of the team; allocate annual leave and overtime duties to prescribed procedures.
  • Measure performance of staff through regular reviews and develop PDP
  • Ensure appropriate forwarding of any payroll related changes to IFS payroll by the allotted time of each month at the latest, including any incidence of sickness related leave

Main Tasks Security


  • Be committed to Health & Safety and ensure that you are familiar with all client Health & Safety policies and procedures. Police and encourage observance with all site safety policies, ensuring that the access control, key control, smoking and Health & Safety policies are observed and enforced.
  • Tour the site periodically to ensure that all is in order.
  • Build and maintain effective relationships with professional agencies like the Police, CTU, NaCTSO, etc.
  • Have an awareness and understanding of the company's Corporate Responsibility Strategy and make a positive contribution to meeting these targets and goals.

Experience and Qualifications:


  • Experience of TFM contract management within a public facing environment.
  • Proven track record of success in contract management
  • Previous commercial experience and strong sector understanding.
  • Demonstrated ability of managing large national customers, building positive relations and increasing revenue.
  • Proven track record of target achievement against payroll, material and machinery spends.
  • MS Office skills.
  • Educated to A Level (Or equivalent)
  • A proven background in shopping centres and retail environments
  • IOSH / NEBOSH qualified
